my experience in a typical govt department

i worked as a PHC  medical officer in krishnagiri dt ,TN.  and i gained 1st hand experience how a  typical govt department works.the main maladies i could observe are as follows.
1.the system works towards a state of balance-the minimum the staff want to work and the maximum the public can bear. govt staff see their work as an act of mercy or kindness rather than as duty.
2.if an officer is sincere and does his/her work dutifully he/she is termed not as good but as strict.
3.all reports even regarding crucial health information are a farce.
4.the process of review based on products is clearly not working and needs to be changed to process based.
no amount of spending will create an impact unless governance is improved.

Dual governance system

if there is one thing which is a common denominator in all our woes it is corruption.corruption cannot be solved unless there is a strong push from the highest level -the political executive.corruption begins with electoral malpractices and criminalisation of politics.it is this original sin that spills over into other areas-the bureaucrats and below.
my solution:
Parliamentary form of government is one of the basic features of our constitution and ur founding fathers decided to have Parliamentary form because, inter alia, it is best suited for a large multi cultural society like India-one leader can't cut across all the diversities across India- Parliamentary form ensures that representation in ministries is guaranteed for most if not all sections of people.  However within a state, the diversity is manageable and it may be time to experiment. How about having a presidential form of govt at the state level while retaining parliamentary form at the centre. 
benefits
1. Elections to the state legislature will be delinked with the election of the CM; both will be held separately; during MLA elections, people will stop voting for the party and start to vote for the candidates and the influence of cash for votes will reduce.
2. Debates with competing CM candidates may be organised. People will judge the CM candidates for what they are and not on the basis of what they try to influence with. 
3. The office of Governor which is most of misused can be done away with.
4. A fixed term for CM will provide stability to the state government; no horse trading, party defections etc. This will restore/ re establish state's rightful place in our Federal setup.
5. experts can become ministers without facing the polls.
6. a 2 term limit if also imposed will cut dowm sychophancy and new leaders will emerge

Gap between education & innovation

         Education   is  an   important  input   for   the   developement   of  an  individual ,  society   and   the  nation. As  the  frontiers   of   knowledge    expand  with    time, curriculum   is   also  simultaneously   updated  and     restructured    to   enhance   the   standards   of  education.   Inspite   of   all   these   efforts,  innovations  and  discoveries   are scanty  in   our   country   as   in    western    countries.

                  Our   system    of     education  supply  the   students   with    knowledge    instead   of     instructing   them   to  seek  knowledge.The   learning    leads   to  livelihood  but   not   satisfaction   at  the   end.  The   learning   should  implant and   generate  new  ideas,  new   concepts,  self  belief  and   self  confidence  which   everyone  need   to develop   originality.   Only  then    the   students    can   realise  and   use   their   inner   strength.   This  is   what   Swami   Vivekananda   said,"Education   is   the   manifestation   of    perfection    already  in   man"
The ultimate aim of life is happiness and no school or education system is taking cognizance of this most important aspect. The students are fed a lot of information but ultimately they are unhappy. Being happy is an art and it has to be fostered right from the childhood. Schooling is only a means to happiness and not an end in itself. Learning should be a fun. Our curriculum should be designed in such a way that it exposes the children with various fields, ideas, developments which inturn induces the children to seek more knowledge in their area of interest. This can be practiced atleast in the initial period of our schooling. Only then the present gap between the number of literates and the number of patents filed in the country will be reduced.

when will our departments change?

most of us would have had the experience of calling someone with bsnl mobile while they are busy on an another call.i wonder how our officials select the voice for the recorded messages for various situations like,being busy on an other call,in out of coverage area or switched off etc..Anyone with a decent sense of aesthetics would be definetly turned off.i recently called my cousin while he was busy ..that voice still lingers in my mind...a male voice so rough that it can be rated downright as horrible by any standards leave alone the quality of private players like airtel ,vodafone etc..another time a voice of a lady whose pronunciation was very poor and crude to say the least.this problem is not confined to telecom but almost all public sectors.try calling icici and sbi customer care-you can easily notice a difference.yesterday i called income tax department regarding pan card status and i was totally disgusted with the response.
                   why this state of affairs in even a simple things like these?what prevents them to chose a pleasant voice with a decent background music? may be   they fear that the public sector identity and brand image would be lost if good quality is provided or is there an element of corruption and illegal nexsus betweeen our babus and private corporates to maintain status quo in public sector?
