if there is one thing which is a common denominator in all our woes it is corruption.corruption cannot be solved unless there is a strong push from the highest level -the political executive.corruption begins with electoral malpractices and criminalisation of politics.it is this original sin that spills over into other areas-the bureaucrats and below.

Parliamentary form of government is one of the basic features of our constitution and ur founding fathers decided to have Parliamentary form because, inter alia, it is best suited for a large multi cultural society like India-one leader can't cut across all the diversities across India- Parliamentary form ensures that representation in ministries is guaranteed for most if not all sections of people. However within a state, the diversity is manageable and it may be time to experiment. How about having a presidential form of govt at the state level while retaining parliamentary form at the centre.

1. Elections to the state legislature will be delinked with the election of the CM; both will be held separately; during MLA elections, people will stop voting for the party and start to vote for the candidates and the influence of cash for votes will reduce.

4. A fixed term for CM will provide stability to the state government; no horse trading, party defections etc. This will restore/ re establish state's rightful place in our Federal setup.
